At launch and from what we're heard, no.

So does the Kinect have to be connected? That question had two questions and the only answer was no. Was it no to you can use just a controller or to you need to have it connected?

Kinect does not have to be hooked up for your xbox one to work. You will naturally though lose some features such as voice commands and more.
